1. Updated the reviewed Spanish Phrase set.
2. Updated the reviewed French Phrase set.
3. Created the POST aspects of the Issue Manager API

EQMS 6.7.80 includes the following improvements:

1. 24699 / 31108: Resolved an issue where the auto-close on a finding type was not inherited when a finding of that type is raised.
2. 29538: Resolved an issue where multiple document reviews resulted in a 500 server error.
3. 31030: Resolved an issue where the Document Manager Import was not handling special characters
